The issuing of breeding papers is a sovereign task assigned to the Hanoverian Society e.V. by the state through the Lower Saxony Chamber of Agriculture and is controlled by the latter. A duplicate of the equine passport / ownership certificate can only be issued to the person who has lost or last held the original.
